A SPECIAL review set up after the murder of Baby P has found that Dorset NHS Primary Care Trust is “not complying with basic child protection standards,” according to a report in The Sunday Telegraph.
Earlier this year, as part of the annual health service inspection process, the Trust told the Care Quality Commision (CQC) that it did follow national child protection guidelines on matters such as training, staffing, and liaising with other agencies, such as police and social services. The front page of the Trust’s website features its Declaration of Statutory Compliance as regards Working Together to Safeguard Children. It’s dated May 5, 2009.
But a detailed review by the CQC of the Trust’s plans has found them to be unsatisfactory, according to an investigation by Andrew Gilligan.
“Internal NHS documents seen by The Sunday Telegraph show the CQC review uncovered “significant lapses” in child protection that “trust boards should have been aware of, but did not take into consideration when making [their] declarations.”
The documents say that the CQC review has uncovered “clear evidence” which “conflicts with the 2008/9 declarations made by trusts.”
Dorset NHS Primary Care Trust is not alone. In total, 112 trusts have been – or are being – scrutinised by the CQC.
